چالشهای استقرار فرهنگ ایمنی در فعالیتهای مهندسی نیروهای مسلح (مقاله علمی وزارت علوم)

چکیده
فرهنگ ایمنی عاملی است که به موجب آن کلیه کارکنان اعم از مدیر عامل تا کارگران ساده متعهد میشوند که سهم عمدهای در ایمنی خود و همکارانشان داشته باشند. هدف از این پژوهش شناسایی و رتبهبندی چالش های مؤثر بر استقرار فرهنگ ایمنی در فعالیت های مهندسی میباشد. برای دست یابی به این هدف با استفاده از الگوی سه شاخگی، متغیرهای پژوهش در قالب پرسشنامه تدوین شد و در بین نمونه انتخابی از جامعه هدف توزیع و با بررسی دادههای حاصل از پرسشنامه و انجام آزمون کولموگروف- اسمیرنوف در نرمافزار SPSS، نرمال بودن توزیع دادهها تأیید گردید. سپس با استفاده از آزمون تی تک نمونه و بررسی عدد معناداری متغیرها، صحت فرضیههای پژوهش به اثبات رسید و عوامل اصلی و فرعی اثرگذار بر چالش های استقرار فرهنگ ایمنی شناسایی و رتبهبندی گردید، در بین عوامل اصلی موثر بر استقرار فرهنگ ایمنی عوامل زمینهای و از عوامل فرعی آن درک ضعیف و ضعف نگرشی مدیران نسبت به مأموریت HSE، به عنوان اثرگذارترین عوامل شناسایی شدند. در پایان نیز راهکارهای پیشنهادی برای حل چالشهای استقرار فرهنگ ایمنی ارائه شد.Challenges of Establishing of Safety Culture in Engineering Activities of Armed Forces
Safety culture is a factor which because of it all employees including CEO to workers are pledged to undertake a key role in the safety of themselves and their colleagues. The aim of this study is to identify and rank the challenges affecting the deployment of the safety culture of engineering activities. To achieve this objective by three dimensional model, the variables in the form of a questionnaire was prepared and among the sample of the target population and distribution by Kolmogorov-Smirnov test to evaluate the data obtained from the questionnaire, data obtained from software SPSS, normality was confirmed. Then, using the one-sample t test and evaluate a significant number of variables, the hypothesis was proved correct. Primary and secondary factors affecting the challenges of establishing a culture of safety was identified and ranked. Among the main factors affecting the establishment of a culture of safety factors and sub-factors of poor understanding and poor attitudes toward the mission of the HSE, as influential factors were identified. Finally, strategies to solve the challenges of building a culture of safety were provided.
