طراحی الگوی ارزیابی عملکرد ایمنی در نیروهای مسلح (مقاله علمی وزارت علوم)

چکیده
تلاش برای بهبود عملکرد در حوزه ایمنی، یکی از پیش نیازهای موفقیت نیروهای مسلح است. این مطالعه با هدف طراحی الگوی ارزیابی عملکرد ایمنی در نیروهای مسلح، انجام شده است. نوع پژوهش توصیفی – تحلیلی - ترکیبی است و برای طراحی و توسعه الگوی ارزیابی عملکرد ایمنی در نیروهای مسلح، مطالعه دقیق حوزه ایمنی در نیروهای مسلح صورت پذیرفت؛ لذا دادهها از طریق مشاهده، مصاحبه و مطالعه اسناد و مدارک جمعآوری شد. با توجه به اهمیت مصاحبهها، برای تجزیه و تحلیل آنها از روش تحلیل مضمون استفاده شد و آخرین دست آوردهای موجود در زمینه ارزیابی عملکرد، در ادبیات پژوهش، به کمک متاسنتز مورد تجزیه و تحلیل قرار گرفت. جهت طراحی الگو و شناسایی روابط میان ابعاد الگو از روش الگوسازی ساختاری تفسیری استفاده شد. جامعه آماری این پژوهش عبارت است از: رؤسا و معاونین واحدهای ایمنی و خبرگان مرتبط در حوزه ایمنی، که تعداد آنها بالغ بر 25 نفر میباشد. با جای گذاری شناسههای مربوط به عوامل ورودی مؤثر بر ارزیابی عملکرد ایمنی نیروهای مسلح، مجموعاً 65 شناسه در این بخش قرار گرفتند. با دستهبندی شناسهها 14 مفهوم پایه و 5 مفهوم سازمان دهنده حاصل شد و در بُعد مربوط به عوامل خروجی، مجموعاً 42 شناسه در این بخش قرار گرفتند که با دستهبندی شناسهها 13 مفهوم پایه و 2 مفهوم سازمان دهنده به دست آمد. در کل، الگوی ارزیابی عملکرد ایمنی در نیروهای مسلح دارای 6 بُعد ورودی، 4 بُعد فرایندی و 2 بُعد خروجی میباشد که با توجه به جدولهای سطحبندی مربوط به ابعاد ورودی مؤثر بر ارزیابی عملکرد ایمنی در نیروهای مسلح، به ترتیب: فرایندهای داخلی، ظرفیت و توان، توانمندسازی و یادگیری، بودجه و اعتبارات، سیاستها و قوانین میباشند و ابعاد خروجی، به ترتیب: سرامدی در ایمنی داخلی، سرامدی در پاسخگویی اجتماعی و توسعه پایدار میباشند.Designing an Evaluation Model for Safety Performance in Armed Forces
Efforts to improve performance in the areas of safety are one of the prerequisites for the success of the armed forces. To have an improved performance in the field of safety, continuous and regular evaluation of their activities is required. This study aims to design a safety evaluation system in the armed forces. The research was a descriptive-analytic-combination. And to design and develop an evaluation of safety in the armed forces, the armed forces carried out a detailed study in the field of safety; therefore, data of the document was collected through observation and interviews. Considering the importance the interviews, content analysis was used to analyze them and with the help of meta-synthesis latest achievements in the field of performance evaluation, and to assist in the research literature was analyzed. The population of this research includes the heads and deputies and relevant experts in the field of safety whose number was over 250. By locating the codes related to the input factors affecting the assessment of the safety performance of the armed forces, a total number of 65 codes emerged in this section. By classifying codes 14 basic concepts and 5 organized were founded and in 2 dimensions related to output a total number of 42 codes emerged that by classifying codes, 13 basic concepts and 2 organizer concepts were founded. In addition the evaluation model for safety performance in armed forces possesses 16 input dimensions, 4 process dimensions and 2 output dimensions that according to the ranking tables of input dimensions affecting the performance of safety in the armed forces, respectively are: internal processes, capacity, empowerment and learning, budget, policies and laws output dimensions, respectively are: built-in safety excellence, excellence in social responsibility and sustainable development.
