توسعه رشته سلامت، ایمنی و محیط زیست با نگاه به بخش بالادستی نفت

چکیده
پیشینه مدیریت HSE به عنوان یکی از بخشهای نوپای صنعت نفت ایران به بیش از یک دهه می رسد که طی این مدت سه مقوله تأمین سلامت نیروی انسانی، ایمنی تجهیزات و حفاظت از محیط زیست را به عنوان اهداف خود دنبال کرده است. با نگاه به بخش بالادستی نفت و توسعه رشته های دانشگاهی در زمینه HSE می توان گفت رشته های تأسیس شده در این زمینه تا کنون نتوانسته اند به صورت تخصصی مبحث HSE را در قالب یک رشته مستقل و یکپارچه برای استفاده کاربردی در این بخش معرفی و نیازهای صنعت را برآورده کنند. امروزه کمبود نیروی متخصص در این بخش به عنوان یکی از مهمترین چالشها در این صنعت مطرح است که دانشگاه نقش مؤثری در این زمینه به عهده دارد. در این پژوهش به لزوم توسعه HSE به صورت یک مبحث تخصصی برای بخش بالادستی در دانشگاهها پرداخته شده است. ایجاد رشته ای مستقل در دانشگاه و معرفی درس آشنایی با مبانی سلامت، ایمنی و محیط زیست به عنوان درس اجباری در رشته هایمرتبطبابخشبالادستینفتازجملهپیشنهاداتیاستکه برای توسعه اینرشته در این مقاله پیشنهاد می شود.The development of health, safety and environment (HSE) course for petroleum upstream section
The history of the Health, Safety and Environment (HSE) Management, as a young section of Iranian Oil Industry, goes back to more than a decade. During this period, the HSE management followed 3 categories; which include providing the health of the human resources, the safety of the equipment and tools and the protection of the environment as its three main objectives. By having a look at the upstream and the development of the related academic HSE majors in the universities, we can say that they do not comply with the requirements of the industry. And as an independent, integrated and specific field, it could not give a practical framework for the industry. Lack of the HSE experts, is one of the challenges in this industry, and universities could have a major role in solving it. In the present study, the necessity of the development of HSE majors in the universities, as a specific subject for upstream, has been emphasized. The establishment of the independent HSE majors and introducing an obligatory course named: “The Familiarity with Basic Health, Safety & Environment” is recommended in this article to help developing this field of study in related majors in the upstream field.
