چکیده
هدف: نخبگان به عنوان یکی از اثربخش ترین گروه های اجتماعی، نقش قابل توجهی در پیشبرد اهداف اجتماعی و ملی و تحقق پیشرفت کشور در عرصه های مختلف داشته و هدف از این پژوهش ارزشیابی خط مشی های توانمندسازی استعدادهای برتر برای نقش آفرینی در حل مسائل مدیریتی و حکمرانی جمهوری اسلامی ایران می باشد.طراحی/ روش شناسی/ رویکرد: روش انجام پژوهش مبتنی بر مطالعات کتابخانه ای، مصاحبه تخصصی با خبرگان و تحلیل مضمون می باشد. به منظور ارزشیابی خط مشی های ملی در این زمینه از روش CIPP بهره گیری شده است که نظام خط مشی گذاری استعدادهای برتر و نخبگان را در ابعاد زمینه، ورودی، فرآیند و خروجی مورد بررسی قرار می دهد.یافته های پژوهش: بر اساس تحلیل مضامین مصاحبه های تخصصی، راهکارها در محورهای فرهنگی گفتمانی، تدابیر سیاستی، اصلاحات ساختاری و سازوکارهای اجرایی تبیین گردیده است. از جمله مهم ترین راهکارها می توان به «ضرورت معماری کلان و یکپارچه سازی زیست بوم حکمرانی منابع انسانی شامل آموزش و پرورش، آموزش عالی، نظام اداری»، «ایجاد حلقه های واسط سیاست گذاری و سیاست پژوهی همچون موسسات اندیشگاهی جهت فعالیت نخبگان»، «ضرورت ایجاد معماری منابع انسانی در نظام اداری»، «تامین منابع مالی و سازوکارهای حمایتی و کارفرمایی در پرورش نخبگان» و ... اشاره نمود.محدودیت ها و پیامدها: از جمله مهمترین محدودیت های پژوهش می توان به پیشینه داخلی محدود و محدودیت های مالی در این زمینه اشاره نمود. پیامد اصلی این پژوهش متوجه دستگاه های سیاست گذار در حوزه پرورش استعدادها و نخبگان می باشد که به فهم مساله کلان و تصمیم سازی مناسب در پرورش استعدادها یاری می رساند.پیامدهای عملی: از دستاوردهای پژوهش می توان در حوزه خط مشی گذاری حوزه نخبگان در کشور بهره گیری نمود.ابتکار یا ارزش مقاله: ابتکار اصلی مقاله در تمرکز بر خط مشی های ملی حوزه پرورش استعدادها و تبیین و صورت بندی مساله در ابعاد کلان و ملی می باشد که در پژوهش های سابق کمتر به این سطح و لایه سیاست گذاری توجه شده است.نوع مقاله: مقاله پژوهشیمتن
Evaluation of Policies for Empowering Top Talents in the Islamic Republic of Iran with Emphasis on Management and Governance
Purpose: Elites, as one of the most effective social groups, have a significant role in advancing social and national goals and achieving country's progress in various fields.Design/ methodology/ approach: The research method is based on library studies, specialized into interviews with experts and content analysis. In order to evaluate national policies in this field, the CIPP method has been used, which examines the policy system of top talents and elites in the dimensions of context, input, process and output.Research Findings: Based on the Themes analysis of the expert interviews, solutions have been explained in cultural and discourse axes, policy axis, structural reforms and executive mechanisms. Among the most important solutions are "the need for macro-architecture and the integration of the governance ecosystem, including education, higher education, administrative system, etc." The need to create a human resources architecture in the administrative system "," providing financial resources and support and employer mechanisms in raising elites”, etc. can be mentioned.Limitations & Consequences: Among the most important limitations of the research, we can mention the limited internal background and financial limitations in this field. The main consequence of this research is the policy-making bodies in the field of talent development and elites, which helps to understand the big issue and make appropriate decisions in talent development.Practical Consequences: This research is useful in Talent Policy Making in National Level.Innovation or value of the Article: The main initiative of the article is to focus on national policies in the field of talent development and explanation and formulation of the problem on a large and national scale.Paper Type: Research Paper
