چکیده
موقعیت راهبردی، بازار صدور کالا و تجهیزات نظامی و وجود ذخایر عظیم نفت و گاز مهم ترین دلایل اهمیت ژئوپلتیکی خلیج فارس به شمار می روند. خلیج فارس همچنین نقطه پیوند سه قاره اروپا، آسیا و افریقا محسوب می شود و نزدیک به 65 درصد از ذخایر نفتی جهان در این منطقه واقع است. نیاز روزافزون کشورهای صنعتی به انرژی و به ویژه نفت، این منطقه را همچنان کانون توجهات قدرت های بزرگ قرار داده است. اتحادیه اروپا یکی از مهم ترین بلوک های مصرف انرژی در جهان است که به دلیل چالش های موجود در زمینه نفت وگاز، سیاست تنوع سازی در منابع تأمین انرژی را دنبال می کند. منطقه خاورمیانه و حوزه خلیج فارس از مهم ترین منابع تأمین انرژی است. پژوهش حاضر، سیاست های انرژی اروپا و همچنین روابط منطقه ای این اتحادیه و حوزه خلیج فارس را بررسی می کند. فرضیه مقاله پیش رو این است که با وجود افزایش چالش های بین المللی امنیت انرژی (افزایش قیمت انرژی، تشدید رقابت بر سر منابع با حضور کشورهای پرمصرفی همچون چین و هند)، ذخایر نفت و گاز خلیج فارس منبعی برای تنوع عرضه انرژی به اروپا است.Status of Persian Gulf States in EU Energy Policies
Strategic location, import-oriented and military market as well as massive oil and gas resources are the most important reasons for the geopolitical significance of the Persian Gulf region. It is the crossroad of Europe, Asia and Africa and is home to about 65 percent of the world's oil reserves. Increasing need of industrial countries to energy, notably oil, has kept the region in the center of attention of great powers. The European Union is one the most important energy consumption blocks which is following the policy of diversifying its energy sources because of existing challenges in the field of oil and gas. The Persian Gulf region is among these sources. The present study reviews Europe's energy policies as well as regional relations of the union with the region. It hypothesizes that despite increasing international energy security challenges, (rising prices and intensified competition over resources with the presence of energy-hungry countries such as China and India), oil and gas resources of the Persian Gulf are considered for diversifying Europe's energy sources.
