چکیده
هدف مقاله بررسی تأثیر سرمایه گذاری خصوصی و دولتی در رشد بخش سلامت ایران با استفاده از مدل خودتوضیح با وقفه گسترده طی سال های 1360 – 1398 است. به این منظور، تاثیر سرمایه گذاری در عملکرد دوشاخص منتخب سلامت (مخارج بهداشتی و امید به زندگی) برآورد شد. نتایج برآورد مدل نشان داد که با افزایش رشد اقتصادی، مخارج بهداشتی افزایش می یابد و با افزایش سرمایه گذاری بخش خصوصی در بخش سلامت، مخارج بهداشتی و با افزایش سرمایه گذاری بخش خصوصی و دولتی در بخش سلامت، امید به زندگی (به عنوان شاخص بهداشتی) افزایش می یابد. همچنین، در بلندمدت میزان ابتلا به ایدز و نرخ تورم، اثرِ منفی و نرخ باسوادی، شهرنشینی، ارز حقیقی و نرخ بهره حقیقی، اثرِ مثبت بر مخارج بهداشتی و امید به زندگی دارد. تحلیل کلی نتایج آشکار کرد که تمرکز بر سرمایه گذاری هدفمند حاصل از مطالعات تجربی (نظیر این پژوهش) می تواند نرخ رشد بخش سلامت در ایران را بهبود می بخشد. یافته های این مطالعه می تواند برای اجرای سیاست کارآمدتر در نحوه و نوع سرمایه گذاری در بخش سلامت سودمند باشد.The effect of private and government investment on the growth of the health sector in Iran
This study estimated the effect of private and government investment on the growth of the health sector in Iran with the ARDL approach, 1981-2019. The selected indicators were estimated in two selected indicators: health expenditure and health index (life expectancy). The estimation results of the model show that the increase in economic growth, causes an increase health expenditures and the increase of private sector investment in the health sector, causes an increase health expenditures and the increase of private sector and government investment in the health sector, improve the Health index. In the long term, the rate of AIDS and the inflation rate have a negative effect on health expenditure and health index; and the literacy rate, the urbanization rate, the real exchange rate, and the real interest rate have a positive effect on health expenditure and health index. The results of this study, consist with other researches, showed that by focusing on investment, the growth of the health sector in Iran improves. The findings of this study can be used to implement a more efficient policy in the way and type of investment in the health sector.
