طراحی مدل رفتارهای سیاسی کارکنان در سازمان های دولتی (مورد مطالعه: استاندارد ایران) (مقاله علمی وزارت علوم)

چکیده
هدف تحقیق حاضر، طراحی مدل رفتار سیاسی در سازمان ملی استاندارد ایران وآشنایی با ابعاد،مولفه ها و ویژگی های آن با استفاده از روش تحلیل مضمون است. این پژوهش ازنظرهدف کاربردی است که با رویکرد کیفی انجام شده است. جامعه آماری شامل کارشناسان ارشد ومدیران شاغل درسازمان ملی استاندارد ایران درنظر گرفته شد.روش نمونه گیری هدفمند غیرتصادفی بود و شرکت کنندگان با انجام مصاحبه های عمیق مورد بررسی قرار گرفتند. پس از 18 مصاحبه، اشباع نظری ایجاد شد. داده های به دست آمده از نظر اعتبار و نطباق ارزیابی و با استفاده از استراتژی تحلیل مضمون مورد تجزیه و تحلیل قرار گرفت. نتایج تحقیق حاضر نشان داد که مدل رفتار سیاسی در سازمان ملی استاندارد ایران شامل 7 مفهوم(مضمون فراگیر)، 23 بُعد(مضمون سازمان دهنده) و 118 مؤلفه(مضمون پایه) است. پژوهش حاضر با کسب نظرات کارشناسان وبا رویکرد کیفی، با هدف طراحی مدلی برای شناسایی رفتارهای سیاسی در سازمان ملی استاندارد ایران انجام شد.مصاحبه شوندگان 23 مضمون سازمان دهنده را برای علل بروز رفتارهای سیاسی شناسایی کردند.مدل پیشنهادی دارای هفت موضوع اصلی یا مضمون فراگیر بود. تبیین نظری مدل نهایی نشان می دهد عوامل فردی، شغلی، مدیریتی، سازمانی، عوامل اجتماعی- فرهنگی، عوامل دولتی، حقوقی، قانونی و عوامل اقتصادی موجب ایجاد برداشت از سیاست در سازمان می شوند که به نوبه خود رفتار سیاسی را رواج می دهند.Designing a model of political behavior of employees in government organizations (Iranian standard)
Purpose: The purpose of the current research was to understand and design the model of political behaviors in the National Standards Organization of Iran and to familiarize with its dimensions, components and characteristics using the Theme analysis approach.Methodology:This is an applied study in terms of purpose which is accomplished with a qualitative approach. The statistical population included senior experts and managers working in the Iran National Standards Organization. The sampling method was non-random purposeful and participants were studied by conducting in-depth interviews. after 18 interviews, theoretical saturation was established. obtained data were evaluated in terms of credibility and conformability and analyzed using the strategy of Theme analysis.Findings: Based on this study, Seven comprehensive themes and twenty-three theme organizer and one hundred and eighteen basic theme identified and extracted.Conclusion: The current study was aimed at designing a model for the causes of formation of political behavior in the National Standards Organization of Iran. interviewees identified 23 sub-themes for the causes of political behavior. The proposed model had seven main themes .Theoretical explanation of the final model shows that personal factors, job factors, organizational factors, managerial factors, Socio-cultural factors, governmental, legal, and economic factors create the perception of politics in the organization which in turn will promote the political behavior.
