امکان سنجی طرح های توسعه شهری در میانه اندام (نمونه موردی: شهر مرند)

چکیده
با توجه به نزدیک به نیم قرن سابقه طرح های توسعه شهری و فراز و نشیب هایی که تهیه و اجرای این طرح ها داشته، بازنگری و ارزیابی آن ها ضرورتی اجتناب ناپذیر است. بررسی های انجام شده در مورد اجرای طرح ها در برخی از شهرهای کشور حاکی ازآن است که بین واقعیت موجود و تصویری که طرح های جامع از شهرها به دست داده اند، فاصله و تفاوت قابل توجهی وجود دارد. مرور فرایند تهیه، تصویب و اجرای طرح های جامع شهری در ایران نشان دهنده وجود برخوردی متمرکز، آمرانه در تهیه آن هاست. هدف سیاستگذاری طرح های توسعه شهری با تاکید بر مفاهیم مدیریت یکپارچه است. نتایج نشان می دهد برای تحقق راهبردهای در طرح های توسعه شهری، باید الزامات مدیران شهرداری در مشارکت شهروندان در جهت چابک سازی بسترهای قانونی، اجرایی و نهادی با در نظر گرفتن استقلال شهرداری و تشدید ترتیبات نهادی در تحقق سرمایه اجتماعی درون نهادی و میان نهادی مبادرت ورزید تا سازگاری و انسجام لازم در طرح های توسعه شهری را داشته باشیم.Policymaking of urban development plans with emphasis on integrated management concepts
Considering nearly half a century of history of urban development plans and the ups and downs of preparing and implementing these plans, their review and evaluation is an inevitable necessity. The investigations carried out on the implementation of plans in some cities of the country It indicates that there is a significant distance and difference between the existing reality and the image given by comprehensive plans of cities. Reviewing the process of preparing, approving and implementing comprehensive urban plans in Iran shows the existence of a centralized and authoritarian approach in their preparation. The policy goal of urban development plans is to emphasize the concepts of integrated management. The results show that in order to realize the strategies in the urban development plans, the requirements of the municipal managers in the participation of the citizens in order to make the legal, executive and institutional platforms agile, taking into account the independence of the municipality and intensifying the institutional arrangements in the realization of intra-institutional and inter-institutional social capital We strive to have the necessary consistency and coherence in urban development plans.
