چکیده
الگوی حکمرانی ولایت فقیه متاثر از الگو و تفکر اسلامی و در امتداد جهان بینی اسلامی است؛ این الگو قالب و محتوای یکسان اما اولویتبندی متفاوت باتوجه به مقتضیات را دارد. با این مفروض، شناخت الگوی حکمرانی مقام معظم رهبری با بررسی بیانات نوروزی ایشان در دو دوره اول ریاست جمهوری سالهای 1384 تا 1400 هدف این مکتوب است. چند موضوع از سخنان رهبر انتخاب شده تا در دو دوره ذکر شده مورد بررسی قرار گیرد. برای رسیدن به این هدف، تعداد دفعاتی که رهبری در تمام سخنرانی-های نوروزی در این هشت سال باتوجه به موضوعات انتخاب شده روی آن تاکید داشته اند، را برشمرده و هر کدام را نسبت به سال مورد نظر دسته بندی نموده و در آخر به صورت مجموع مورد استفاده قرار گرفته اند. بررسی موصوف با روش تحلیل محتوا، حاکی از آن است که در هر دوره موضوعات اصلی یکی بوده اما در جزئیات، اهمیت محورها متفاوت بوده است. بر اساس یافته ها با وجود تاکید بر محورهای یکسان، اولویت موضوعات در دو دوره یادشده متفاوت است؛ شباهت ها و تفاوت های اساسی در اولویت بندی موضوعات از سوی رهبری مشاهده می گردد که این خود نشان دهنده این است که رهبری با توجه به وظیفه خویش در قانون اساسی و در راستای تعیین سیاست های کلی نظام و با توجه به مصالح و مقتضیات جامعه، موضع گیری حمایتی و انتقادی متفاوتی را در قبال سیاست دولت ها اتخاذ می کنند.Leadership governance Model: The content analysis of Nowruz lectures in two different periods of years 1384 to 1400
The governance model of Velayat-e-Faqih is influenced by the Islamic model and thinking and along the Islamic worldview; this model has the same format and content but different priorities according to the requirements. With this assumption, recognizing the pattern of leadership of the leadership by examining her Nowruz statements in the first two terms of the presidency from 1384 to 1400 is the purpose of this letter. Several topics have been selected from the leader's speech to be examined in the two mentioned periods. To achieve this goal, we have enumerated the number of times that the leadership has emphasized in all Nowruz speeches in these eight years according to the topics selected on it, and categorized each of them according to the desired year, and finally used collectively. The content analysis method shows that the main topics were the same in each period, but in detail, the importance of the axes was different. According to the findings, despite the emphasis on the same axes, the priority of issues in the two periods is different; similarities and fundamental differences in the prioritization of issues are observed by the leadership, which shows that the leadership according to its task. In the constitution, in order to determine the general policies of the system and according to the interests and requirements of the society, they adopt a different supportive and critical position towards the policy of the governments.
