فراترکیب مطالعات حوزه «فناوری نرم»؛ حرکت به سوی رویکردی نوین در حل مسائل اجتماعی و حکمرانی (مقاله علمی وزارت علوم)

چکیده
تغییرات در نظام های اجتماعی و مدیریتی در در دهه های اخیر ، با انفجار دانش، نرم شدن اقتصاد و تغییر ارزشها همراه گردیده است که مبتنی بر این تحولات نیازمند بازتعریف مفهوم فناوری هستیم. از جمله رویکردهای نوینی که در زمینه حل مسائل عمومی مطرح گردیده است، مفهوم «فناوری نرم» که نیازمند فهم بنیادین این حوزه و شناخت ابعاد تحقیقاتی مرتبط می باشیم. مفهوم حکمرانی و خط مشی گذاری نیز در حوزه های مختلف، تحت تاثیر این نوع نگاه نرم، نیازمند بازنگری و تغییر است و از این حیث میتوان با بهره گیری از این مفاهیم ، رویکردی نوین در حل مسائل اجتماعی و حکمرانی ارائه داد. هدف از این پژوهش را میتوان «بررسی مبانی بنیادین و فراترکیب مطالعات پیشین در راستای شناسایی دلالت های نظری و کاربردی حوزه فناوری نرم » بیان نمود. در این راستا از روش مطالعات اسنادی و فراترکیب بهره گیری گردید و مطالعات مرتبط با حوزه «فناوری نرم» مورد بررسی قرار گرفت. در نهایت در بخش جمع بندی نیز دلالت های نظری در محورهای معرفتی ، اجتماعی و نهادی و دلالتهای کاربردی در محورهای مولفه های نرم اجتماعی، سیاسی، اقتصادی، فناورانه، بنیادین و مدیریتی دسته بندی گردیده است.Meta-synthesis of "soft technology"studies: moving towards a new approach to solving social and governance problems
Changes in the social and managerial system in recent decades have been accompanied by an explosion of knowledge, softening of the economy and changes in values, based on which we need to redefine the concept of technology. Among the new approaches that have been proposed in the field of solving public problems is the concept of "soft technology", which requires a fundamental understanding of this field and knowledge of related research dimensions. The concept of governance and policy-making in different areas, under the influence of this kind of soft view, needs to be reviewed and changed, and in this regard, using these concepts, a new approach to solving social problems and governance can be presented. The purpose of this study is " Meta-synthesis of studies in order to identify theoretical and practical implications in the field of soft technology."In this regard, the method of documentary studies and Meta-synthesis was used and studies related to the field of "soft technology" were reviewed. Finally, in the summary section, theoretical implications in the epistemological, social and institutional axes and practical implications in the axes of soft social, political, economic, technological, fundamental and managerial components have been classified.
