سیر تاریخی آزادی مطبوعات در غرب (با تأکید بر انقلاب های دموکراتیک انگلستان، فرانسه و آمریکا)

چکیده
شواهد تاریخی نشان می دهند به دلیل نقش و اهمیتی که مطبوعات در کنار سایر وسایل ارتباط جمعی جهت ایجاد فضای تبادل آرا، نقد و گفتگو، تعالی افکار و در یک کلام حفظ و گسترش آزادی بیان و عقیده دارند، همواره از سوی دولت ها تحت نظارت شدید قرار می گیرند. در مقاله حاضر، با استفاده از روش تحقیق اسنادی (کتب، مقالات و اسناد تاریخی) و تحلیل تاریخی داده ها، سیر تاریخی آزادی مطبوعات در سه کشور انگلستان، فرانسه و آمریکا به عنوان پرچم داران تحول در عرصه مطبوعات بررسی می شود. تمرکز پژوهش بر دوره ای است که در آن انقلاب های دموکراتیک در قرون 17 و 18 در کشورهای مذکور رخ دادند؛ چراکه اثرات این رویدادها در زمان خود بر تحول مطبوعات بسیار شگرف بود. بر این مبنا، مرور وضعیت مطبوعات در غرب بر اساس تحولات سیاسی، اجتماعی از سه دوره متفاوت حکایت می کند: 1) مطبوعات استبدادی 2) مطبوعات عقیدتی و سیاسی 3) مطبوعات تجاری و خبری. نتایج تحقیق نشان می دهد که تأثیر «انقلاب های دموکراتیک» بر روند جریان آزاد اطلاعات و آزادی مطبوعات از آن رو قابل توجه است که در طول قرن نوزدهم، تمام قوانین اساسی کشورهای اروپایی، آزادی مطبوعات را بر مبنای اصول مندرج در اعلامیه های حقوق آمریکا و فرانسه تنظیم کردند. این روند به اشکال مختلف و توسط قوانین بین المللی متعدد در طول قرن بیستم ادامه یافت و هنوز هم مدافعان آزادی بیان و رسانه های جمعی برای ایجاد و حفظ فضای آزاد اطلاعات و تضمین آن توسط دولت ها تلاش می کنند.The Historical Course of Press Freedom in the West (Emphasizing the Democratic Revolutions of Britain, France and America)
Historical evidence shows that due to the role of the press along with other mass media to create an atmosphere for exchange of views, criticism, dialogue and in a word expand freedom of expression and opinion, are always monitored by governments. In the present article, using the method of documentary and historical research, the historical course of press freedom in the three countries of England, France and the America as the flag bearers of the transformation in press is examined. The focus of the present study is on the period in which democratic revolutions took place in 17th and 18th centuries in the three countries; because the effects of these events in their time on evolution of the press were very impressive. Accordingly, a review of the state of the press in the West based on political and social developments reveals three different periods: 1) authoritarian press 2) ideological and political press 3) commercial and news press. The results of the study show that the impact of "democratic revolutions" on the free flow of information and freedom of the press is significant because during the nineteenth century, all constitutions of European countries, freedom of the press based on the principles of the American Bill of Rights and France set. This trend has continued in various forms and international laws throughout the twentieth century, and advocates of freedom of expression and the mass media are still working to create and maintain a free information space and to guarantee it by governments.
