مؤلفه های پیشگیری از جرم از نظرگاه مقام معظم رهبری (مقاله علمی وزارت علوم)

چکیده
زمینه و هدف: پیشگیری از وقوع جرم یکی از مسائل مهم و قابل تأمل است که در چند دهه اخیر همواره مدنظر اندیشمندان و متفکران بوده و پژوهش های فراوانی درباره آن صورت پذیرفته است. هدف از انجام این پژوهش، دستیابی به نکات مهم و ارزنده پیشگیری از جرم در اندیشه های مقام معظم رهبری (مدظله العالی) است. روش : این تحقیق به روش کیفی از نوع توصیفی - تبیینی با ابزار تحلیل محتوا و با مراجعه به کلّیه بیانات مقام معظم رهبری به صورت تمام شمار شامل سخنرانی های ایشان از سال 1379 تا 1401 انجام شد. همچنین برای تجزیه وتحلیل داده ها از نرم افزار «مکس کیودا» استفاده گردید. یافته ها : یافته های پژوهش نشان می دهد که طبق دیدگاه مقام معظم رهبری (مدظله العالی) موضوع پیشگیری از جرم علاوه بر اینکه از مصادیق مأموریت های مهم قوه قضائیه است، یک مسئله فراقوه ای است که نیازمند تعامل همه سازمان ها می باشد. درمجموع برای الزامات پیشگیری از جرم، شانزده شاخص ازجمله علمی بودن پیشگیری از جرم، ریشه یابی علل وقوع جرم، علم و تجربه، همدلی، شناخت راهکارها، نظارت و... و برای اهمیت و ضرورت آن، هفت شاخص مشتمل بر کاهش جرم و هزینه های آن، افزایش امنیّت و اداره مطلوب کشور و... شناسایی شد. نتیجه گیری : نتایج پژوهش حاکی از اهمیت و اهتمام ویژه مقام معظَّم رهبری (مدظله العالی) به آسیب های ناشی از وقوع جرم در کشور است و معظَّم له راه حل برون رفت از آن ها را مسئله پیشگیری از جرم با کیفیّتی علمی، تعاملی، فرصت مدار و نظارتی می دانند. با عملی ساختن اندیشه های ایشان در این خصوص، سازمان های متولی پیشگیری از جرم قادر به برنامه ریزی مناسب تری در این زمینه خواهند بود.The Components of Crime Prevention from the Supreme Leader's Point of View
Background and objectives: Prevention of crime is one of the important and ponderable issues that has always been considered by intellectuals in the last few decades and many researches have been done about it. The purpose of this research is to obtain the important and valuable points of crime prevention in the thoughts of the Supreme Leader. Method: This research was conducted using a descriptive-explanatory qualitative method with the tool of content analysis and by referring to all the statements of the Supreme Leader including his speeches from 1990 to 2022. Also, "MAXQDA" software was used for data analysis. Findings: The findings of the research show that according to the Supreme Leader's point of view, the issue of crime prevention, in addition to being one of the important missions of the judiciary, is a supra-judicial issue that requires the interaction of all organizations. In total, for the requirements of crime prevention, sixteen indicators, including the scientific nature of crime prevention, finding the root causes of crime, science and experience, empathy, recognizing solutions, monitoring, etc., and for its importance and necessity, seven indicators including crime reduction and its costs, increasing security and good administration of the country, etc., were identified. Results: The results of the research indicate the importance and special attention of the Supreme Leader to the damage caused by the occurrence of crime in the country, and most of them consider the problem of crime prevention with a scientific, interactive, opportunity-oriented and supervisory quality. By implementing his ideas in this regard, the organizations in charge of crime prevention will be able to plan more appropriately in this field.
